The Naval Surface Warfare Center Crane Division plans to issue a sole source Job Order under an existing Basic Ordering Agreement with Raytheon Technical Services, Indianapolis, for engineering services related to the OE-319 Antenna system. Due to the unique requirements of the OE-319 system, only Raytheon, as the original equipment manufacturer, has demonstrated the capability to meet all necessary standards concerning form, fit, function, compatibility, and flight safety certification. This justification for sole source procurement is based on statutory authority and federal acquisition regulations allowing non-competitive awards when only one responsible source can fulfill the government's needs. The Job Order will focus on updates to the drawing changes of the OE-319 antenna system in support of NAVAIR Special Projects and the EP-3E aircraft. The overall contract ceiling for the Basic Ordering Agreement will remain the same, and the anticipated award date is February 28, 2015. The proposal will not be publicly posted but distributed directly via email to Raytheon Technical Services. Interested subcontractors are encouraged to contact Raytheon directly, while the government point of contact for this acquisition is Nicole Roudebush at NSWC Crane. This action is conducted under FAR part 15 procedures for negotiated procurements, with consideration given to responsible sources submitting proposals or capability statements.
