This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) for Engineering Services under this BOA include, but are not limited to: Technical Support, Engineering Investigations/Analyses, Trade Studies, Feasibility Studies, Planning Support, Data/Documentation, Logistics Analyses, Training, Maintenance Planning, Software Support, and Equipment Repair. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications in addition to duplicative costs and schedule impact that would be required to reverse engineer the systems. Since this procurement action will be procured on a sole source basis, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
