The U.S. Navy’s Fleet Readiness Center in Patuxent River, Maryland, intends to award a five-year Blanket Purchase Agreement on a sole source basis to Envirosystems Manufacturing LLC, the original equipment manufacturer, for preventative maintenance and repair services on specialized equipment. As the sole provider with the technical expertise and proprietary knowledge required to service this equipment, no other vendor can meet the agency’s operational needs, justifying the sole source award under FAR 13.106-1(b)(1)(i). The contract will support ongoing readiness by ensuring timely, expert-level maintenance of mission-critical systems without interruption or compromise. Although this notice is not a competitive solicitation, responsible parties may submit a capability statement by June 3, 2026, to be considered for potential competitive review. The Government retains full discretion to determine whether competition is warranted based on any responses received, but the current determination is based on the unique qualifications of Envirosystems Manufacturing LLC, identified by Cage Code 1MR43, as the only viable source. The procurement is classified under NAICS code 811210, and all inquiries should be directed to Christine Butler, the primary point of contact at the Navy’s procurement office.
