The Naval Surface Warfare Center (NSWC) Crane Division intends to award a Firm Fixed Price Job Order to BAE Systems Australia under a Basic Ordering Agreement to support the Nulka Electronic Decoy Cartridges and launched assets. This sole-source Job Order 0016 specifically covers Failure Review Board Services, which include teleconferences and monthly status reporting. The procurement is justified as sole-source based on the proprietary technical data involved and the prohibitive costs and time that would be associated with reverse engineering the system. The requirement is being executed in accordance with statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1. No formal solicitation will be posted or hard copies distributed, and interested parties can submit capability statements, proposals, or quotations for consideration. However, submissions must be directed to the designated Point of Contact at NSWC Crane, Mr. John Burkhardt. The solicitation is posted on both the Federal Business Opportunities (FBO) and Navy Electronic Commerce Online (NECO) sites, with NECO serving as an alternative platform if FBO is unavailable. The contract is managed by the Department of Defense’s NSWC Crane office located in Crane, Indiana.
