This U.S. industry comprises establishments primarily engaged in (1) manufacturing air-conditioning (except motor vehicle) and warm air furnace equipment and/or (2) manufacturing commercial and industrial refrigeration and freezer equipment., at the Rock Island Arsenal, Joint Manufacturing Technology Center (JMTC), Rock Island, IL 61299. The Government contemplates awarding a 5 year IDIQ firm-fixed-price contract resulting from the subject solicitation. The requirement for Fischer Panda Generators and Environmental Control Units (ECUs) prior to this action was not competed under authority FAR 6.302-1(a)(2)(ii). That justification's paragraph 7, Actions to Increase Competition, stated: "Due to the nature of this system, its training environment, and technical manuals, there is no availability to increase competition." There have been no changes to these circumstances since the prior justification was approved and therefore, this acquisition will also not be competed.
