The Naval Surface Warfare Center, Crane Division intends to award a sole-source, indefinite-delivery, indefinite-quantity service contract to CSRA LLC for information technology support services. This contract, identified as N00164-17-R-1003, covers a maximum performance period of twelve months and will utilize Cost-Plus Fixed Fee task orders. The scope of work involves providing professional, technical, and administrative support for new and existing applications, as well as supporting RDT&E and Boundary Three Communities of Interest networks. The government is bypassing competitive bidding under statutory authority 10 U.S.C. 2304(c)(1) and FAR 6.302-1 to prevent an unacceptable lapse in IT support and compliance for critical systems. Because any interruption would reduce warfighter effectiveness and mission capability, CSRA is designated as the only vendor capable of providing the necessary uninterrupted services. No formal solicitation will be issued for this requirement.

N00164-17-R-1003 - SOLE SOURCE - Information Technology Support Services at NSWC Crane - FSC D301 - NAICS 541330 Anticipated Issue Date 09 JAN 2017 - Anticipated Closing Date 08 FEB 2017 Time 2:00PM EST Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award an indefinite-delivery, indefinite-quantity (IDIQ) service contract for a maximum twelve month period of performance with CSRA LLC, 1201 M. Street SE, Suite 400, Washington DC 20003. It is anticipated that Cost-Plus Fixed Fee (CPFF) task orders will be issued as required for the continuation of information technology services support for NSWC Crane. In accordance with the statement of work, tasks include professional, technical, and administrative support for IT tasks required including support of new and existing applications and programs and support of RDT&E and Boundary Three Communities of Interest (B3COI) networks. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in information technology support and compliance of critical NSWC Crane systems and networks. Any interruption in the support of these NSWC Crane systems and networks would result in reduced warfighter effectiveness due to loss of full mission capability across NSWC Crane. CSRA is the only vendor capable of continuing to provide the Navy uninterrupted information technology support services. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Interested entities may identify their interest and capability to respond to the requirement. Direct questions to Ms. Laura Armes by email (laura.armes@navy.mil). Please reference the last four digits of the solicitation number when responding to this notice.

Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
