Full Description
The Consumer Product Safety Commission (CPSC) intends to issue a solicitation on a sole-source basis to MedShock Analytics, LLC, (Dr. Rachel Lance), 530 Wellingham Dr., Durham, NC 27713. CPSC has identified only one vendor with the necessary equipment capable of mimicking human breathing while testing these types of snorkels. The purpose of this requirement is to perform a comprehensive engineering and physiological evaluation of full-face snorkel masks to address critical safety concerns regarding product design and user health. This evaluation is justified by the need to quantify life-threatening hazards specifically unsafe carbon dioxide accumulation and excessive respiratory effort to provide the technical evidence necessary for the CPSC to establish or improve safety standards and protect the general public from potential fatalities.
CPSC intends to negotiate this requirement under the authority of Revolutionary FAR Overhaul Subpart 6.103-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with RFO Subpart 12 procedures. If no responses are received, CPSC will proceed with negotiating a sole source award to MedShock Analytics LLC.
