The Commodity Futures Trading Commission (CFTC) intends to award a sole source purchase order to American Building Maintenance for supplemental janitorial services for the leased office space that the agency occupies at 140 Broadway, New York, NY. 10005. CFTC leases office space from Brown Brothers Harriman. Brown Brothers Harriman has directly contracted with American Building Maintenance for the janitorial services. Brown Brothers Harriman pays for basic janitorial services for the tenants to include daily cleaning of the leased office space; however tenants must pay for services such as carpet spot cleaning and periodic overall carpet cleaning, pantry maintenance, and periodic pest control. Brown Brothers Harriman does not permit other contractors into their building space to perform these services. The purchase order will be for a period of performance of one (1) year, 11/1/2017 through 10/31/2018. Pursuant to FAR 13.106-1(b), the Contracting Officer hereby determines that circumstances of the procurement deem only one source reasonably available to fulfill CFTC's requirement. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
