Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)
Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under solicitation HQ0034279R001 to replace the legacy Budget and Intelligence Related Database (BIRD). Project Argus aims to establish a modern, extensible platform for the ingestion, cataloging, analysis, and visualization of intelligence resource data. The system must feature a financial management query tool supported by super intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) generator. Key functional modules must include CJB execution, countries of interest tracking, congressional marks tracking, and FFRDC data management. The solution must be capable of ingesting common formats such as PDF, Excel, and PowerPoint, and can be deployed via cloud, on-premise, or hybrid architectures. The project requires a high level of security, necessitating TS/SCI facility and personnel clearances and the ability to operate across Impact Levels 2 through 7. The system must support development in an unclassified environment that is transferable to Secret and Top Secret networks. Compliance with the Risk Management Framework, NIST, ICAM, and DISA STIGs is mandatory to obtain the necessary Authorizations to Operate. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct on-site engagement between developers and government analysts. The proposed system must be ready for deployment by September 2027, and the contractor must provide at least 12 months of on-site sustainment following transition. Award decisions will be based on best value, evaluating technical merit, cost, schedule, and the feasibility of the prototype approach.

AI Contract Overview

This sole source contract, solicitation number AG-31ME-S-13-0012, is awarded to Pitney Bowes to provide essential hardware, software, and maintenance services for automated mail processing supporting Rural Development and the Farm Service Agency. The agreement covers the Pitney Bowes System, which includes Flowmaster, DF Works, and Group 1 Software such as SteamWeaver, MailStream Plus, and Finialist, along with necessary licenses, upgrades, servers, and data links. The procurement is designated as a sole source because the existing hardware requires Pitney Bowes certified software to maintain multi-year contractual warranties and ensure compatibility with USDA mainframe processing. Utilizing an alternative provider would require significant reinvestment and risk adverse impacts on costs and schedules, specifically jeopardizing the government's ability to meet the January 2014 USPS mandate for full Intelligent Mail barcode implementation.

Full Description

Rural Development currently utilizes proprietary Pitney Bowes hardware and software for our automated mail processing that supports both Rural Development and the Farm Service Agency. The software that supports the Pitney Bowes hardware must be Pitney Bowes certified or void existing multi-year contractual warranties. The current Pitney Bowes contract provides all the necessary programming, software, parts, equipment, personnel, labor, and material necessary to maintain the following Pitney Bowes System. The Pitney Bowes System is defined as Flowmaster, DF Works, Group 1 Software, (SteamWeaver, MailStream Plus, and Finialist) including software licenses, software upgrades, servers and data links to write to both. The software we are acquiring from Pitney Bowes has been tested as compatible with current Pitney Bowes software, hardware, and USDA mainframe processing. For the reasons cited above, this procurement must be sole sourced to Pitney Bowes. Without significant reinvestment in mail preparation software, hardware, and consulting services, any other product is not in the best interest of the Government. Any deviation from our current automated mail processing environment will have significant adverse impact that will impact cost and schedule to meet the USPS mandate of January 2014 for the full Intelligent Mail barcode implementation.
