N00164-19-R-WP55 - SOLE SOURCE - Manufacture and Repair of Kevlin Brand AN/SPS-48 Rotary Couplers - PSC - 5810 - NAICS 334419 Anticipated RFP issue date 15-JAN-2019- Anticipated RFP closing date 01-MAR-2019 at 02:00 PM EST (EDT) Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a single Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Continental Microwave and Tool Company, herein after referred to as Cobham, 11 Continental Drive, Exeter, NH 03833-4564, for Overhaul of Kevlin Brand AN/SPS-48 Rotary Couplers. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." Cobham, doing business as Continental Microwave, owns the data rights for manufacture and overhaul of the Kevlin brand coupler and is therefore considered the only responsible source possessing sufficient requisite knowledge, engineering expertise, and technical data required to perform the required overhauls. Cobham is also the only source that has been qualified in accordance with the In-Service Engineering Agent (ISEA) certification standards for manufacture and overhaul of the Kevlin brand AN/SPS-48 rotary couplers. This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
