AI Contract Overview
The U.S. Navy’s Naval Surface Warfare Center, Crane Division, is pursuing a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the sole-source production, acceptance, and delivery of the MK 25 Mod 0 Non-Lethal, 9-Bang Diversionary Hand Grenade from American Rheinmetall Munition Inc., the only source deemed capable of fulfilling the requirement due to insufficient technical data, prohibitive duplication costs, and unacceptable delays associated with alternative sources. This acquisition is justified under FAR 6.103-1 as no other supplier can meet the government’s unique technical and operational needs, and while the procurement is currently planned as a sole source, the government retains full discretion to reassess and transition to a competitive process based on responses to this pre-solicitation notice. All interested parties are encouraged to submit a capability package including a five-page white paper demonstrating historical manufacturing experience with similar pyrotechnic or non-lethal munitions, along with technical specifications, performance parameters, current production readiness, lead times, budget estimates for test and production units, and references to prior government contracts, with the option to include a live demonstration to accelerate evaluation. Responses must include the company’s name, CAGE code, physical address, NAICS 332993 business size status, and a primary point of contact with email and phone number, and all proposers must be actively registered in the Government System for Award Management (SAM) prior to potential award. No funding is currently available, and this notice does not constitute a solicitation, invitation to bid, or any binding commitment from the government; costs associated with submissions will not be reimbursed. Unclassified submissions and inquiries must be sent to Kristina Wagoner at kristina.m.wagoner.civ@us.navy.mil with reference to announcement number N0016427RJP02, and any classified material must be communicated directly to the point of contact for secure handling. All proprietary information submitted will be strictly protected from unauthorized disclosure. The deadline for responses is August 4, 2026, and the solicitation documents will not be publicly posted on SAM.gov but will be available only through direct contact with the designated POCs.

Full Description
Naval Surface Warfare Center (NSWC), Crane Division, has requirement for a five-year, Indefinite Delivery Indefinite Quantity (IDIQ) contract for the production, acceptance, and delivery of the MK 25 Mod 0 Non-Lethal, 9-Bang Diversionary Hand Grenade. The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, American Rheinmetall Munition Inc. (CAGE: 4XXK1), 2600 Park Tower Dr Ste 300, Vienna, VA 22180, under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is being solicited on a sole source basis due to the lack of sufficient technical data, unacceptable duplicative costs to the Government that are not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a proposal, as appropriate, which will be considered by the agency.
However, a determination by the Government not to compete this proposed contract based upon responses to this pre-solicitation notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
To challenge this sole-source determination, interested companies must demonstrate they possess the capabilities, facilities, and technical expertise to produce the MK 25 Mod 0 grenade. All interested parties are encouraged to submit a capability package, including a white paper no longer than five pages, containing historical evidence of manufacturing, qualifying, and testing similar pyrotechnic or non-lethal munition solutions.
Responses should also detail the technical aspects of the proposed solution, performance parameters, current availability, and lead times. Furthermore, submissions should provide a budgetary estimate for test articles, production units, and production quantity breaks, identify other active or past Government contracts involving similar efforts, and state whether a demonstration of the grenade can be provided to expedite the Government's decision-making process.
Responses to this notice must include the submitter’s name, CAGE code, street address, business size status under NAICS 332993, and the name, email, and telephone number of the primary Point of Contact (POC). Additionally, contractors must be properly registered in the Government System for Award Management (SAM) prior to any potential award. Information on SAM registration and annual confirmation requirements can be obtained by calling 1-866-606-8220 or by visiting https://www.sam.gov.
At this time, no funding is available for this contractual effort. This notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The Government is in no way liable to pay or reimburse any companies or entities for costs incurred in responding to this announcement or participating in this market survey.
Questions, inquiries, and unclassified capability responses should be directed to the NSWC Crane POC, Kristina Wagoner at kristina.m.wagoner.civ@us.navy.mil. Please ensure you reference the announcement number, N0016427RJP02, in all correspondence. If any portion of your intended submittal is classified, please contact the POC immediately for appropriate secure submission instructions. All information marked as proprietary will be rigorously safeguarded to prevent disclosure to non-Government personnel and entities.
