The Defense Media Activity Contracting Office - East intends to extend Contract No. W91QUZ-06-D-0017/Task Order 8S01 on a sole-source basis pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source, in support of the DMA interim IT support services. The objective is to extend the performance period for six (6) months. This extension will ensure program continuity and critical mission support while allowing the necessary time to complete ongoing efforts associated with a competitive follow-on procurement. The current Contractor provides the following IT support services to: a. DMA HQ operations. Services include: internal network (ANET) operations and management, help desk, and application development. b. DINFOS operations. Services include: internal network operations and management, help desk, and application development. c. DVI operations. Services include: system administration, web development, training, database administration and application development. d. Technical Serviccs B-Net operations. Services include: internal network operations and management and help desk, mission critical safety, health, and environmental support services for the NASA/DFRC Edwards and Palmdale locations. Services are currently obtained using a firm-fixed price (FFP) task order against an indefinite delivery, indefinite quantity (IDIQ) contract. The Contractor provides all resources, including labor, supervision, materials and management necessary to perform information technology functions. The extension will increase the current contract value and extend the period of performance for six months from 1 April 2013 through 30 September 2013. The current contractor, Lockheed-Martin, is considered the only contractor that can meet DMA IT support services requirements given the potentially short period of performance for the extension. Award to another source while the competitive process for a follow-on contract is occurring would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would also not allow for a sufficient phase-in period, thereby affecting the continuity of services and causing unacceptable delays in fulfilling DMA IT support requirements.
