The Defense Information Technology Contracting Organization has awarded sole-source extension modifications to AT&T, Verizon Business Network Services, and Sprint for the DISN Transmission Services-CONUS Extension contracts. These modifications ensure the continued sustainment of sub-T1 through OC-N point-to-point transmission services for the Department of Defense and other federal agencies within the Continental United States until approximately 2,522 circuits are transitioned. The extensions run from March 23, 2009, to March 22, 2010, with AT&T and Verizon holding two additional one-year options and Sprint holding one. Under these contracts, the providers are responsible for post, camp, and station wiring, equipment maintenance, and trouble administration. They must also ensure the protection of circuits and critical network management data, including security, configuration, and performance information. These modifications were awarded without full and open competition under 10 U.S.C. 2304(c)(1), as these providers were determined to be the only responsible sources capable of satisfying the agency requirements.

Defense Information Technology Contracting Organization (DITCO) has awarded sole-source extension modifications for the three DISN Transmission Services-CONUS Extension (DTS-CE) Contracts DCA200-99-D-0050 with AT&T, Contract DCA200-99-D-0051 with Verizon Business Network Services (Verizon), and Contract DCA200-99-D-0052 with Sprint. The modifications of the three contracts referenced above are a continuation of the existing work performed by AT&T, Verizon, and Sprint. All three contracts were competitively awarded on 23 March 1999. DISA is extending the existing three contracts with AT&T, Verizon, and Sprint to allow for the sustainment of services until approximately 2522 circuits are transitioned from the existing contracts. These modifications will extend the period of performance of the contracts from 23 March 2009 to 22 March 2010 with two additional one year options for contract DCA200-99-D-0050 (AT&T) and DCA200-99-D-0051 (Verizon), and from 23 March 2009 to 22 March 2010 with one additional one year option for contract DCA200-99-D-0052 (Sprint). The DTS-CE contracts provide sub-T1 through OC-N point-to-point transmission services for the Department of Defense and its Services and Agencies and other Federal Departments within the Continental United States. In addition to transmission services, the DTS-CE contracts provide (as specified by the Government) post, camp, and station wiring to accommodate transmission service delivery to or between any Government identified Service Delivery Point(s) (SDPs). Contractors must maintain any equipment they installed and provide trouble administration functions to enable users to report problems that effect service, to resolve reported problems, and to determine the status of trouble reports. The DTS-CE Contractors ensure the protection of the circuits and the network management data transported or contained within the circuits. Network management data includes accounting, configuration, fault, performance, and security management data, service provisioning, and trouble administration. Such information is critical to ensuring the availability of the network and as such, shall require appropriate mechanisms to protect from unauthorized disclosure and modification. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. All inquiries regarding the sole source modification shall be submitted electronically and directed to Scott F. Sautman, Contract Officer, at scott.sautman@disa.mil or Leroy Woolridge, Contract Specialist at leroy.woolridge@disa.mil. (NAICS) 517110 is applicable to this acquisition.
