This is a notice of intent for a Sole Source procurement under the other than Full and Open Competition (FAR 6.302-1). The associated NAICS Code is 517110. The West Palm Beach FL VA Medical Center intends to award a Sole Source, base plus four-year option contract to AT&T, PO Box 105320, Atlanta GA 30348 for continuation of local voice and data communication services. AT&T has been found to be the only source available to provide this service to the West Palm Beach Campus, which encompasses the main hospital building, the procurement building, Fisher House and the Veterans Resource Center, along with two facilities located in Lake Worth and Port St. Lucie. In addition, there are six outpatient clinics located in Boca Raton, Delray Beach, Ft Pierce, Okeechobee, Stuart and Vero Beach which also utilize the services of AT&T. AT&T also provides DSL service to several residential areas where emergency on-call personnel are located. Since not all remote areas are cable ready, AT&T is the only source that will satisfy the agency requirements to provide internet service to a large diversified area. This Notice of Intent is not a request for competitive quotes; however, any firm that believes it can meet this requirement may give written notification to the Contract Specialist. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
