This contract focuses on providing technical services to support the Approval to Operate (ATO) of the NIWC Pacific Situational Awareness and Navigation Device (SAND) buoy system through the NAVSEA Risk Management Framework (RMF) Assess Only process. The effort seeks to resume and complete the RMF process originally started under a previous FY21 contract with the same company, covering the five steps necessary to secure the ATO. The period of performance is four months post-award, with two additional 7-week option periods. The NAICS code applicable to this requirement is 541330, covering Marine Engineering and Naval Architecture, with a small business size standard of $41.5 million. While this synopsis announces the sole-source intent, the government invites interested parties to express their capability to meet the requirement, provided they can demonstrate the ability to maintain quality, accuracy, and reliability. Responses, including capability statements and inquiries, must be submitted via email by a specified deadline, and responding vendors must be registered in the System for Award Management (SAM) system, possessing valid DUNS and CAGE codes. The government reserves the sole right to determine whether to pursue competitive contracting based on responses received. The contract specialist for this action is Isabelito M. Cabana of NIWC Pacific.
