The Department of Defense (DoD), Defense Media Activity (DMA) intends to award a firm fixed price contract on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1) and IAW FAR 6.302-1(a)(2)(ii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Lockheed-Martin Services, Inc., 700 N Fredrick Ave, Gaithersburg, MD. The performance period will be for Two Months Base Period, plus 10 One-Month Option Periods. The proposed procurement is obtain a broad range of high quality, information technology services, equipment, and software to support the Defense Media Activity (DMA) and its affiliates' missions, users, and customers. Since the protests to the award of the long term contract issued by U.S. Health and Human Services, Acquisition Management Services, Program Support Center, Rockville, MD (HHS, AMS, PSC) have been timely filed and the proposed awardee's performance has been suspended pursuant to GAO's implementing regulations these circumstances dictate this sole source award and there is no need to solicit this requirement from as many potential sources as practicable. See attached Sole Source Justification & Approval. This announcement constitutes the only notice; a written solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
