SOLE SOURCE - NOTICE OF INTENT

Sole Source: The United States Property and Fiscal Office, 9 National Guard Road, Columbia, South Carolina, intends to negotiate a firm-fixed price task order under the Multiple NGB A-E National Contract, W9133L-15-D-0001 on a sole source basis with Pond & Company located at 3500 Parkway Lane, Suite 600, Norcross, GA 30092-2861 for a project titled: Install Vehicle Denial Barrier System, Morrell Gate, PSTE 152007. The task order shall be issued on a sole source basis in the interest of economy or efficiency because it is a logical follow-on to an order previously issued under South Carolina's local A-E IDIQ titled: Improve Morrell Gate, PSTE 112017. Initial task order design included gatehouse, fencing, pavements, lighting/AVB infrastructure, electrical conduit, electrical panels, canopy/pole light footings, and performing analysis for antiterrorism and force protection. Follow-on design will incorporate force protection pop-up barriers in the access road surface, trenching, cabling and controls, connection to gatehouse, and pavements restoration, along with install of additional LED security pole lighting, wiring, controls and install of PEMB canopy over both lanes on existing footing pedestals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to issue the NGB Declaration of Interest for National A-E Task Order to all National A-E Contract awardees is solely within the discretion of the Government under FAR 16.505(b) (2) (c) for a logical follow-on. If no affirmative responses are received by date and time listed, a Declaration of Interest Form with a detailed scope of work will be prepared and forwarded to Pond & Company.
