This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized or appropriated for this effort.


The Department of Veterans Affairs, Network Contracting Office 21, on behalf of the VA Southern Nevada Healthcare System, is issuing a notice of intent to pursue a non-competitive procurement with: After Action Medical,10535 Prosperity Cir,Camby IN 46113. VA Southern Nevada Healthcare System requires Zoll AED defibrillators and ZOLL Autopulse


NXT Resuscitation System. Requirement also includes trade in defibrillators. After Action Medical has been determined as the only one responsible source as determined in accordance with procedures prescribed in GSAM 538.7104-3(b)(ii) and the anticipated contract action is hereby publicized in accordance with FAR 5.101. The purpose of this notification is to communicate the Government’s intent to solicit and award a non-competitive purchase of these items. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. 334510 - ELECTROMEDICAL AND ELECTROTHERAPEUTIC APPARATUS MANUFACTURING. The Product Service Code (PSC) is 6515 - Medical And Surgical Instruments, Equipment, And Supplies. This non-competitive award is implemented by GSAM 538.7104-3(b)(ii), as it has been determined that After Action Medical  is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Zoll authorized distributor. The Government intends to procure this sole source requirement under GSAM 538.7104-3(b)(ii).


This notice of anticipated contract action is published as required by 15 USC 637, USC 1708, and implemented by FAR 5.101.


THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 3:00PM Pacific Daylight Time on August 04, 2026. Responses must be submitted to Victoria Torres, Contracting Officer at victoria.torres@va.gov. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
