SOLE SOURCE – NuSiL RTV COATING

The U.S. Navy, through Naval Surface Warfare Center Crane, is soliciting a sole source contract for 38 one-gallon kits of NuSil Technology, LLC’s RTV Coating, part number R-3904, under Simplified Acquisition Procedures due to form, fit, and function requirements that uniquely qualify this vendor. The solicitation number is N00164-26-Q-0161, with offers due by 3:00 PM Eastern Time on May 27, 2026, and must be submitted electronically to sandra.e.gunderman.civ@us.navy.mil. All offerors must be currently registered in the System for Award Management (SAM) and comply with annual SAM maintenance requirements, including the submission of up-to-date representations and certifications. Although the procurement is restricted to NuSil Technology, LLC, the Government reserves the right to consider capability statements from other sources solely for determining whether future competitions are warranted. The contract will be awarded under FAR Part 12 as a commercial item acquisition with applicable clauses, including provisions for electronic funds transfer, employment eligibility verification, child labor compliance, and protection of government property. The delivery is set for February 26, 2027, at NSWC Crane, Indiana, under FOB Destination terms, with inspection and acceptance occurring at the delivery point. Invoicing must be processed through Wide Area Workflow (WAWF), and contractors must notify the Contracting Officer and Contracting Officer Representative via email on the same day of WAWF submission to trigger payment. The contract includes mandatory cybersecurity requirements under NIST SP 800-171 and CMMC compliance, with flow-down obligations to subcontractors, as well as adherence to Buy American and Trade Agreements Act provisions. Contractors must also affirm their status as small business concerns, including HUBZone and SDVOSB eligibility, and certify they are not excluded parties in SAM. The Government reserves the right to accept other than the lowest offer, and all proposals must include best terms valid for 60 days. Failure to comply with any terms, including late submissions or missing documentation, will result in disqualification.
