The government plans to award a sole source contract to Elsevier, Inc. to provide a specialized database containing data on Board Certified physicians from the American Board of Medical Specialist (ABMS). This database will support the Department of Labor's Office of Workers' Compensation Programs (OWCP) by enabling Claims Examiners to identify qualified physicians for Independent Medical Examinations (IMEs) of federal employees injured on the job. The contract will be fixed-price and cover data extracts of ABMS information essential for compliance with regulatory requirements that mandate only Board Certified physicians conduct these examinations. The performance period is set for one year from the award date. This action is based on the Federal Acquisition Regulation’s authority permitting non-competitive procurements when only one responsible source exists to meet agency needs. While this notice is not a request for proposals, interested parties may submit capability statements by a specified deadline for government consideration, though the decision not to compete remains at the government's discretion. Responses must be written, detailed, and free of cost or obligation to the government, with no verbal submissions accepted. The contract falls under NAICS code 511120, associated with Periodical Publishers, and the government reserves the right to cancel the requirement. The point of contact for this notice is Christopher Capers at the Department of Labor.
