The Department of Veterans Affairs (VA), through its Program Contracting Activity Central (PCAC), intends to award a sole source contract to LexisNexis for a web-based electronic subscription service. This subscription will be provided to all staff and employees of the Veterans Health Administration (VHA) Central Office Library to ensure consistent access to high-quality medical and health sciences electronic resources, thereby supporting improved clinical decision-making across the VHA system. LexisNexis, recognized as the largest electronic database for legal and public records information, offers proprietary content that cannot be licensed through third-party resellers, making direct procurement from LexisNexis the only option for the VA. This service is crucial for keeping the VA informed of legal and business issues impacting the organization. Although the contract is intended to be sole source, the VA invites any responsible supplier capable of meeting the requirements to submit a capability statement, proposal, or quotation by October 3, 2018. Submissions must include detailed corporate information and compliance confirmation with subcontracting limitations, specifically that at least 50 percent of the contract work cost must be performed by employees of the contracting firm, consistent with FAR Clause 52.219-14. The procurement aligns with NAICS code 511120 and emphasizes the importance of maintaining high standards in contract performance and legal compliance throughout the acquisition process.

Justification: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Central Office (VACO) Library requires an existing, commercial, off-the-shelf, web-based electronic subscription to LexisNexis which will be made available to all VACO Library staff and employees. VHA s goal is to insure uniform availability of high quality, medical and health sciences electronic textbooks across the VHA system to improve clinical decision making. Background: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing commercial off the shelf (COTS) subscription to LexisNexis. The required subscription service contains the copyrighted, intellectual property of LexisNexis, and LexisNexis does not license its service through 3rd party resellers. For this reason, direct purchase from LexisNexis is the only way for the Government to receive access to the subscription service. It is an invaluable, and incomparable research and reference tool for VACO Library staff and employees, and allows the VA to stay attuned to the issues impacting the VA from a legal and business perspective. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. The subject line for correspondence should clearly display: 36C77618Q9261 *Note: Sub-Contracting Limitations Please provide clarification that you can maintain compliance with sub-contracting limitations in accordance with FAR Clause 52.219-14, Limitation on Subcontracting (November 2011) applies to this procurement.
