AI Contract Overview

The contract awards a purchase order for 220 Hewlett Packard Z840 workstations to be procured directly from the manufacturer. This acquisition supplements a previous procurement made in September 2015 and supports the Integrated Exploitation Capability (IEC), which is the primary imagery analysis tool used by the National Geospatial-Intelligence Agency (NGA). The IEC system requires both specific production software and hardware architecture, developed and maintained by Lockheed Martin Corporation as the sole contractor. A trade study conducted by Lockheed Martin selected Hewlett Packard as the optimal hardware provider because the IEC software image was specifically designed and tested with HP BIOS and hardware, rendering it incompatible with other vendors’ equipment without significant additional investment. Due to the extensive engineering and testing efforts previously invested, using hardware other than HP would necessitate a costly and time-consuming revalidation process. This justifies the sole-source procurement approach to avoid duplication of investment. The contract is managed by the Department of Defense's NGA office located in Springfield, Virginia, with Dominique M. Bataille as the Contract Specialist and Maj Adam Vance as the Contracting Officer overseeing the acquisition.

Full Description

This action will result in the award of a Purchase Order for NGA Production Workstations. The Government intends to procure 220 Workstations directly from the manufacturer, which is in addition to a September 2015 procurement. The Integrated Exploitation Capability (IEC) is the primary imagery analysis exploitation tool for NGA. The IEC system includes both production software baseline (IEC image) as well as a specific hardware architecture. Lockheed Martin Corporation (LMCO) is the sole development contractor for the IEC system. During IEC system developtment, LMCO conducted a trade study which resulted in the selection of Hewlett Packard (HP) as the best hardware choice for the IEC systen hardware suite. The IEC software image was developed with the specific HP BIOS and other HP hardware components. Therefore, IEC software cannot be installed successfully on any workstation other than an HP. This overall engineering/testing of the IEC system was a significant effort which required a substantial investment of time/money. Therefore, utilizing any vendor's hardware other than HP would require a duplication inverstment in time/money by NGA.
