The Fish and Wildlife Service (FWS), South Texas Refuges Complex, intends to acquire specialized equipment upgrades for existing Fixed Tower System (FTS) devices that have been operational for many years at four specified sites: Santa Anna, Laguna Atascosa, La Puerta (Falcon Lake), and Linn-San Manuel. Rather than replacing the entire network, this procurement focuses on part upgrades to extend the equipment's useful life, offering significant cost savings. This acquisition will be conducted as a sole-source procurement under the authority of FAR 6.302-1(a)(2) due to the specialized nature of the equipment, and a justification for other than full and open competition has been prepared accordingly. This announcement serves as a public notice to meet FAR posting requirements but is not a solicitation for competitive offers or quotes. The applicable NAICS code is 334519, covering Other Measuring and Controlling Device Manufacturing, with a size standard of 500 employees. The contract, titled "Sole Source RAWS Weather Station Parts," was posted in September 2017 by the FWS Headquarters under the Department of the Interior. No solicitation will be issued publicly, but questions regarding the sole-source procurement may be directed to the designated contact at FWS.
