Egyptian Navy Autonomous INTelligence System (AINTS) Platform Integration
Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

The scope includes an initial induction of 17 units with option pricing requested for up to 25 units over a three-year period, with a possible three-year extension. AI Contract Overview

The Naval Surface Warfare Center Crane Division intends to award a sole source Basic Ordering Agreement, N00164-17-R-JV08, to SIX3 Advanced Systems, Inc. (DBA BIT Systems). This contract is designed to support the Red Falcon mission system utilized on manned platforms for Maritime Patrol and Reconnaissance Aircraft. The scope of work encompasses a wide range of technical requirements, including the repair, upgrade, and maintenance of weapon replaceable assemblies, shop replaceable assemblies, and sub-assemblies, as well as engineering support, test and evaluation, redesign, modification, and logistics support services. The decision to utilize a sole source procurement is based on restricted software rights, a lack of sufficient technical data, and the potential for unacceptable delays and duplicative costs if the contract were opened to competition. While the overarching agreement establishes the relationship with the vendor, individual job order requirements under this BOA will be synopsized and solicited independently. The procurement falls under NAICS code 334511 and is managed by the Department of Defense.
