The Naval Surface Warfare Center Crane is seeking a five year Indefinite Delivery Indefinite Quantity contract with an estimated maximum value of 9,500,000 dollars. The scope of work involves the repair, replenishment, and procurement of Short Wave Infrared Cameras, Visible-Near Infrared Cameras, and Power Supply Electronics Cases used in Multi-Spectral Targeting Systems. The initial delivery is expected fourteen weeks after the contract award. This procurement is being conducted on a sole source basis with Quantum Imaging, Inc. due to a lack of sufficient technical data and the potential for unacceptable delays and duplicative costs if opened to competition. While the government may consider capability statements from other responsible sources, the decision to maintain a sole source procurement remains at the discretion of the agency. All interested parties must be registered in the System for Award Management.

N00164-16-R-JQ65 - SOLE SOURCE - SHORT WAVE INFRARED CAMERA (SWIR), VISIBLE-NEAR INFRARED CAMERA AND POWER SUPPLY ELECTRONICS CASE FOR THE MULTI-SPECTRAL TARGETING SYSTEM (MTS) - FSC 5855 - PSC J016 - NAICS 333316 Anticipated Issue Date: 16 MAY 2016 - Anticipated Closing Date: 6 JUN 2016 - 2:00PM Eastern This solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopses and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane has a requirement for an anticipated five year Indefinite Delivery, Indefinite Quantity (IDIQ) contract with an estimated maximum value of $9,500,000 for repair and replenishment or procurement of Short Wave Infrared Cameras (SWIR), Visible-Near Infrared Cameras and Power Supply Electronics Cases, an incorporated and qualified component in the Multi-Spectral Targeting Systems. The anticipated initial delivery is FOB: Destination fourteen (14) weeks after contract award. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Quantum Imaging, Inc., 5061 North 30th Street, Colorado Springs, CO 80919-3247. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling +1 (555) 000-0000 or via the internet at https://www.sam.gov. A formal solicitation will not be posted to the FedBizOpps website. Interested parties may contact the POC below. Questions or inquiries should be directed to LESLIE GRABER-HESHELMAN, Code 0231, telephone +1 (555) 000-0000, e-mail contact@example.gov. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
