Solicitation # SPE4A7-26-T-750Y
Solicitation SPE4A7-26-T-750Y is a request for quotations issued by the Defense Logistics Agency Aviation for the procurement of two aircraft adapter bodies, identified by NSN 4933-01-591-6342. The required delivery date is July 16, 2027, with delivery to the DLA Distribution DDSP New Cumberland Facility. This procurement is a non-small business set-aside, though a price evaluation preference is available for SBA-certified HUBZone small business concerns. Notably, the government explicitly prohibits the use of additive manufacturing for these items, and any offers utilizing such processes will be ineligible for award. The contract mandates strict adherence to technical and quality requirements, including destination inspection and acceptance per FAR 52.246-2. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. Packaging and marking must comply with ASTM D3951 and MIL-STD-129, with DLA Master List requirements taking precedence. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the award requires compliance with CMMC Level 2 certification and DFARS 252.204-7012 for safeguarding covered defense information. Invoicing and payment must be processed electronically via Wide Area WorkFlow.

The Naval Surface Warfare Center NSWC Crane Division is establishing a sole source, five-year Indefinite Delivery Indefinite Quantity contract with Econco for the production and rebuild of single duty and double duty switch tubes. These components are critical for the AEGIS AN/SPY-1 Radar and MK-99 Fire Control Systems. The contract is structured as a Firm-Fixed Price agreement with a minimum/maximum quantity of 5 to 60 single duty tubes and 37 to 477 double duty tubes. Due to increased program demands and the fact that Econco holds the proprietary data rights for the design drawings and processes, the IDIQ ceiling has been increased from 2,950,000 dollars to 11,100,000 dollars to avoid unacceptable duplicative costs and certification delays. Delivery is required FOB destination to NSWC Crane within 180 days after the contract award, with inspection and acceptance occurring within 30 days of receipt. To be eligible for award, offerors must be properly registered in the System for Award Management database and certified under the Joint Certification Program. The solicitation process is managed by the contracting office in Crane, Indiana, and is conducted under the statutory authority that restricts competition when only one responsible source can satisfy agency requirements.
