PLEASE READ THIS NOTICE CAREFULLY, AS IT CONSTITUTES THE ONLY PUBLICATION OF THIS ANNOUNCEMENT.


The Federal Bureau of Investigation (FBI) intends to negotiate a one‑time, sole‑source, firm‑fixed‑price contract with Sumuri, LLC. for the acquisition of Sumuri equipment, associated services, licensing, and shipping.


The required products must be the exact items specified and are proprietary to Illumina, Inc., located at 40 S Main St, Magnolia, Delaware 19962-6205. Sumuri, LLC. is the only source capable of providing the required equipment, services, and licenses. No other vendor is authorized or technically able to meet the Government’s requirements.


This notice is being distributed exclusively through the SAM.gov website. Interested parties are responsible for monitoring SAM.gov for updates. The applicable North American Industry Classification System (NAICS) code for this procurement is 334111 – Electronic Computer Manufacturing, with a size standard of 1,250 employees.


The Government intends to negotiate with only one source under the authority of FAR 16.5. This notice of intent is not a request for competitive quotations. However, interested parties may submit a statement of capability and interest via email only to Christopher Hamilton at cahamilton1@fbi.gov no later than 1:00 p.m. (Central Time) on Tuesday, June 04, 2026. Responses submitted by any other means (e.g., telephone, fax) will not be considered. All information received will be used solely to determine whether a competitive procurement should be conducted. The Government reserves the right to make this determination at its sole discretion.


Vendors must be registered in the System for Award Management (SAM) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure that all SAM information—including TIN, EFT data, DUNS, addresses, and points of contact—is current and accurate. The EFT banking information listed in SAM will be used for payment processing.
