The contract pertains to a sole source procurement under FAR 13.106-1(b)(1) for a commercial subscription service that enables unlimited mass e-mail distribution to an unlimited number of subscribers on the www.navy.mil website. This service, provided exclusively by GovDelivery, supports CHINFO’s dissemination of large volumes of public information such as Navy News, Breaking News, and Top Stories. Due to the extensive volume of electronic traffic, distribution through any other Navy or DoD system is not permitted. The government acknowledges that switching to an alternative service would result in a significant disruption of three to four months to re-establish a subscriber database, underscoring the necessity of continuing with GovDelivery as the sole source. The contract is set to begin on December 29, 2011, and end on December 28, 2012, classified under the NAICS code 541511, which covers custom computer programming services. While this notice does not constitute a request for competitive proposals, the government invites interested parties to express their interest and capability within three days of the notice’s publication, by December 23, 2011, to the contracting officers listed. The contracting office handling this procurement is the NAVSUP Fleet Logistics Center in Philadelphia. Responses are to be emailed to the provided contacts and must reference the solicitation number N0018912RC605. The government maintains discretion over whether to pursue competition, using received information solely to inform that decision.

Full Description

The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within three days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a subscription service that provides unlimited, mass e-mail distribution to an unlimited number of subscribers on the www.navy.mil website. The services available under this requirement provided the means for CHINFO’s distribution of a very large volume of public information products, including Navy News, Breaking News, and Top Stories posted to navy.mil. Distribution through any organic Navy or DoD system is prohibited due to the volume of electronic traffic. GovDelivery is considered the only source that can provide this service. If any other service were selected as an alternative to this service, an interruption of three to four months is estimated if major personnel resources are made available to re-process the establishment of a new subscriber database. Period of performance is to begin on 29 Dec 2011 to 28 Dec 2012. The applicable North American Industry Classification Systems (NAICS) Code is 541511. All responses may be emailed to Joseph Haviland at contact@example.gov and Jillian Swanson at contact@example.gov and reference number N6676012RC605 no later than 1200 EST on 23 Dec 2011.
