The scope of work includes the provision of a transport circuit, necessary hardware, BGP routing, connectivity monitoring, troubleshooting, and 128 dedicated routable IPv4 addresses. The District is seeking bandwidth levels ranging from 10 Gbps to 50 Gbps, with the flexibility to upgrade or downgrade incrementally. Pricing is requested for two term options: a three-year term with two one-year extensions, or a five-year term, with services contingent upon funding for E-rate Year 2027 (Year 30). Award selection will be based on best value, with evaluation weights assigned to responder cost (35%), experience with the District (20%), quality of the proposed solution (15%), implementation timeline (10%), service level agreement (10%), and overall responsiveness to the RFP (10%). Bidders must maintain FCC Green Light Status, provide a valid Service Provider Identification Number (SPIN) and FCC Registration Number (FRN), and certify that equipment complies with the Secure Networks Act. Emergency Internet Service – LEO Satellite & LTE Multi-Carrier Connectivity
Solicitation # 2026-RFP-0071
The County of Sacramento, through the Department of General Services, is soliciting proposals under RFP 2026-RFP-0071 for a fully managed, bonded, multi-path emergency internet connectivity solution for its Emergency Operations Center. The required system must integrate low-earth-orbit satellite broadband and LTE/5G cellular services across at least three primary carriers, including Verizon, AT&T, and T-Mobile. Key technical specifications include a minimum combined throughput of 500 Mbps, automated failover, static IPv4 support, firewall integration, and 24/7 monitoring and support. Proposals are due by October 29, 2026, with a planned contract award date of December 1, 2026. Award decisions will be based on factors other than price alone, utilizing a 1,000-point scoring system that evaluates pricing, RFP compliance, performance guarantees, scalability, durability, and delivery time. Because installation involves affixing hardware and cabling, it is classified as Public Works under California Labor Code, requiring the contractor to be registered with the Department of Industrial Relations and comply with prevailing wage laws. Additionally, the contractor must adhere to Section 508 accessibility standards, government cybersecurity guidelines, and the County's Good Neighbor Policy. Payment will be processed through a Virtual Card Program in partnership with U.S. Bank. Local business and state-certified micro-business enterprises may be eligible for price or point preferences of 5% and 2%, respectively.

Sole Source Synopsis The National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO) intends to award a sole source purchase order to Hawaiian Telcom Service Company Inc. for technical support in transitioning NOAA Inouye Regional Center (IRC) from its existing ISDN trunks to SIP trunks without losing the existing redundancy using the existing data capacity so as not to pay twice for bandwidth. SIP termination is where a telephone company will provide a point to connect to that will translate a SIP (Session Initiation Protocol) telephone call and connect that call to their regular phone system so the call can be made to anyone. NOAA/IRC has an existing data transport link with Hawaiian Telcom Service Company in support of their current telephone system. The data transport link is a mission critical piece of software that enables NOAA/IRC to act as a communications hub for field offices throughout the region. The EIPDS service, which currently provides local data transport for NOAA/IRC is a proprietary network to Hawaiian Telcom. It would not be possible to terminate another carrier's SIP service on Hawaiian Telcom's EIPDS service, nor would it be possible to subscribe to their EIPDS service through another carrier. The proposed procurement for SIP termination can only be implemented using the Hawaiian Telcom Link. The Government intends on procuring this support using FAR Part 13. The sole source authority for this action is granted under FAR 13.106-1(b)(1). This notice is issued for informational purposes and not a request for competitive quotes. No solicitation is available and phone calls will not be accepted. A purchase order will not be awarded on the basis of offers received in response to this notice. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met no later than 5 days from the date of this announcement. Sufficient detail includes submitting documentation that indicates the vendor has authority from Hawaiian Telcom to use their EIPDS service to provide local data transport for NOAA/IRC. Responses to this notice must be sent via email to Alexandra.moy@noaa.gov. No phone calls will be accepted. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no sufficient response is received, the order will be awarded without further notice. A determination by the Government not to compete the proposed action based on responses from this notice is solely within the discretion of the government.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
