***NOAA'S PACIFIC MARINE ENVIRONMENTAL LABORATORY (PMEL) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 6.103-1. WITH TELEDYNE RD INSTRUMENTS OUT OF POWAY, CA FOR TELEDYNE WORKHORSE 300 kHz ACOUSTIC DOPPLER CURRENT PROFILERS (ADCPs) REPAIR SERVICES.


***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT TELEDYNE RD INSTRUMENTS IS THE MANUFACTURER OF THE RDI ADCP INSTRUMENTS USED IN NOAA PMEL MOORINGS. THE REQUIRED REPAIR SERVICES FOR WORKHORSE 300 kHz ADCP INCLUDE REPLACEMENT OF PROPRIETARY ELECTRONIC BOARDS, FIREWARE UPDATES, CALIBRATION, DIAGNOSTIC TESTING, AND RESTORATION OF INSTRUMENT PERFORMANCE TO MANUFACTURER SPECIFICATIONS. THESE INSTRUMENTS CONTAIN PROPRIETARY HARDWARE, FIRMWARE, AND CALIBRATION PROCEDURES THAT ARE ONLY AVAILABLE THROUGH TELEDYNE RD INSTRUMENTS. A BRAND NAME OR EQUAL REPAIR SERVICE CANNOT BE USED BECAUSE EQUIVALENT VENDORS DO NOT HAVE ACCESS TO OEM REPLACEMENT PARTS, FIREWARE, CALIBRATION STANDARDS, OR MANUFACTURER-AUTHORIZED REPAIR PROCEDURES. THE REPAIRED INSTRUMENTS WILL BE DEPLOYED IN NOAA PMEL OCEANOGRAPHIC MOORINGS TO COLLECT LONG-TERM SCIENTIFIC MEASUREMENTS. FAILURE TO USE OEM REPAIR SERVICES COULD COMPROMISE INSTRUMENT PERFORMANCE, CALIBRATION ACCURACY, DATA QUALITY, RELIABILITY, AND MISISON SUCCESS.  PERIOD OF PERFORMANCE IS REQUIRED FROM AWARDED TO AUGUST 30, 2026.
