Award Notice to Fiba Technologies Inc. for Bank Bottlefield Replacement

The Naval Surface Warfare Center has awarded a sole-source, firm-fixed-price contract to Fiba Technologies Inc. for the replacement of aging legacy bottle banks at the NEDU Ocean Simulation Facility in Panama City Beach, Florida. The scope of work includes the manufacture and installation of two DOT-approved 3,169 psi pressure vessel bottle banks, each consisting of eight tubes. To ensure diver safety and maintain facility certification, all components must be oxygen-cleaned to SP-45 and MIL-STD-1330 standards, equipped with Monel dip tubes and CPV380 valves, and shipped under vacuum. The project also implements a specific Fiba-developed bottle-flask purge procedure to eliminate redundant helium purging. Fiba Technologies was selected as the sole provider due to its unique certification by NAVSEA 00C and its role in developing the required design specifications and cleaning standards. The contract mandates strict adherence to Item Unique Identification (IUID) per MIL-STD-130 and requires the submission of Objective Quality Evidence to verify compliance. Administrative requirements include invoicing through the Wide Area Workflow (WAWF) system and compliance with various cybersecurity and procurement prohibitions, including restrictions on covered telecommunications equipment and specific foreign-produced goods. Award was based on a best-value determination considering price, delivery, quality, and past performance.
