Sole Source to Innovative Professional Solutions, Inc. for Battle Space Profiler (BSP) Winch Repair per attachments

This contract is a sole-source award to Innovative Professional Solutions, Inc. for the repair of legacy Battle Space Profiler (BSP) winches aboard Avenger-class Mine Countermeasures ships, issued under solicitation N61331-26-Q-KS41 by the Naval Surface Warfare Center, Panama City Division. The requirement stems from the unique, nonmagnetic, low-EMI, and 901D shock-resistant design of the winches, which have been in service for over 25 years and are supported exclusively by Industrial Power Systems personnel with irreplaceable institutional knowledge; the Government does not possess a complete technical data package, making competitive sourcing impossible.
