Yucca Trail Widening Project – Palomar Avenue To La Contenta Road
Solicitation # 7074
The Town of Yucca Valley is soliciting professional civil engineering design services for the Yucca Trail Widening Project, located between Palomar/Avalon Avenue and La Contenta Road in Yucca Valley, California. The selected contractor will be responsible for creating a comprehensive Plans, Specifications, and Engineer's Estimates package, which includes street improvement, signing, striping, and streetlight plans, as well as final cost estimates and record drawings. The scope requires the consultant to evaluate the project for safety, constructability, utility conflicts, right-of-way constraints, and ADA compliance, utilizing the latest version of AutoCAD and adhering to the Standard Specifications for Public Works Construction and Town driveway standards. The agreement is for an initial term of two years, with a possible two-year extension upon mutual consent. Proposals must be submitted in two separate sealed envelopes by December 3, 2026, with the technical proposal limited to ten pages. Evaluation criteria include the service approach, company qualifications, past performance, proximity of the contractor's office, and the ability to commence work immediately. Compensation will be negotiated after the contractor is selected, and the Town aims to process undisputed monthly invoices within forty-five days. While the contractor must provide worker's compensation and indemnity insurance, it is noted that California prevailing wage laws do not apply to this specific agreement.

AI Contract Overview

The Naval Surface Warfare Center, under the Department of Defense, has issued a sole source justification for a firm fixed price purchase order to Innovative Professional Solutions, Inc. for the repair of a Battle Space Profiler winch. This procurement, identified by solicitation number N61331-24-T-KS38, is set aside for Woman Owned Small Businesses under NAICS code 541330. The work will be performed in Panama City Beach, Florida, and is managed by the Naval Sea Systems Command. Innovative Professional Solutions is designated as the only viable source for this requirement because their personnel originally installed and serviced the winches, providing them with unique in-house resident knowledge of the devices' inner workings. Because the government lacks a comprehensive technical data package and the original equipment manufacturer no longer provides support, developing the necessary technical drawings to allow for competitive bidding would be too costly and time-consuming, especially since the associated vessels are scheduled for decommissioning within the next five years. The award process follows standard FAR and DFARS clauses, with evaluations based on best value, including price, quality, and past performance.

Sole Source to Innovative Professional Solutions, Inc. per the attached redacted justification. IPS in the only source that has the personnel that installed these winches, serviced them on the ship, and have the knowledge of the inner working of these devices. IPS's personnel installed and serviced the winches. IPS is the only contractor that has staff that has the in-house resident knowledge of the inner working of the winch. The MCS are scheduled to decommission in the next 5 years. Currently the Government owns the basic interconnect diagrams and requirements of what the winch would do (drop rate and pickup rate) and the specifications of the motor to ensure low EMI. The rest of the technical data was not purchased from the vendor 25 years ago. This items are not sufficient to properly repair the winch. The cost to develop a technical data package (TDP) for this winch to the point where the TDP we could develop a package that would be robust enough to have vendors compete would be costly and timely to complete.Development of a TDP would require the development of detailed technical drawings of the wiring and sub systems. These additional costs and investment of time for a new winch solution meeting the strict requirement environment of a MCM are both cost and time prohibitive.
