The Department of Justice’s Justice Management Division, specifically the Office of the Chief Information Officer, plans to award a sole source purchase order to SHI for the Spectrum System Management Facility (SMF) report writer, a brand name product exclusively resold by SHI on behalf of the Original Equipment Manufacturer, Pacific Systems Group. This tool enables system programmers and OCIO clients to generate reports monitoring activities and performance across various platforms and components including Z/OS, DB2, TCP/IP, CICS/TS, CPU activities, Java CPU time, and tape usage. The procurement will be conducted under FAR 13.106-1 as a noncompetitive, single-source acquisition due to the unique capability of this product to meet the agency’s requirements. This procurement is classified under NAICS code 541519 and is facilitated through an open market sole source purchase order with no competition, as no alternative product can satisfy the DOJ’s needs. The decision not to compete this requirement rests solely with the Government, and the notice clearly states it is not a Request for Quote. The contract is identified under solicitation number 15JPPSSHIsolesource, with Raycela Simms as the point of contact for additional information. The place of performance and office address details are not specified.
