AI Contract Overview

This contract is a sole source procurement awarded to South Bay Wire and Cable Company LLC for the supply of a Tow Cable, as detailed in the attached documentation. The decision to use a sole source is based on the age and obsolescence of the components required for the sonar system, with some parts, such as the Tow Cable, nearing or reaching End of Life status. The Navy's Naval Surface Warfare Center, Panama City Division, engaged South Bay Wire and Cable after verifying that they can meet the legacy specifications using the original drawings provided. This approach ensures compatibility with existing systems and avoids the lengthy and costly process of soliciting alternate companies to design, fabricate, and conduct Factory Acceptance Testing (FAT), which would also require government approval. The procurement is part of a solicitation issued on September 11, 2025, with a response deadline of September 15, 2025. The NAICS code associated with this contract is 335921, which pertains to communication and energy wire and cable manufacturing. The contract is managed by the Department of the Navy, specifically the Naval Surface Warfare Center located in Panama City Beach, Florida. The primary point of contact for this procurement is Jamell L. Kilgore, whose email is provided for further inquiries. More details about this opportunity can be accessed through the provided link on sam.gov.

Full Description

Sole Source to South Bay Wire and Cable Company per attachment. This procurement is the sole source for the following reasons. Since the sonar relies on older components, some of these are either near End of Life (EOL) or obsolete, e.g. Tow Cable. Due to the Tow Cable obsolesce, NSWC PCD personnel reach out to South Bay Wire and Cable and provided the old drawing to verify if they can meet legacy cable specs. SouthBay Cable meets legacy specs and provide the FAT test within the first unit build. For alternate companies to design and fabricate a suitable cable would take approximately the alternate company to conduct and complete FAT testing plus needing Government approval
