Sole Source to Spathe Systems for Thomasville MERS MOC Crestron Equipment Replacement

This requirement is for a sole source award to Spathe Systems LLC - D/B/A Endurion for the purchase of AV equipment, labor costs for installation, travel, programming, and the maintenance services for the equipment, with manufacturer’s warranty support. The FEMA Mobile Emergency Response Support, Thomasville Detachment, requires replacement of the existing system controller. The contractor will engineer, purchase, program, deinstall existing equipment when needed, and install new equipment. 

Spathe Systems is a partner of the current maintenance and technical support provider for all RWC’s, MOC’s, RRCC’s, and NOAA Weather centers, NHC, NWC and NRCC and has provided services for the past four years. Spathe Systems is familiar with the design of the existing system and current standards mandated by the Office of Response and Recovery for new upgrades and is the only source that can complete this requirement. Spathe Systems LLC is the sole holder of the current proprietary programming code that is embedded in the existing AV system software. No other vendor possesses the legal access to the source code that is required to diagnose, modify, or rebuild legacy components without the action of reverse-engineering. Transitioning to any other vendor would require redevelopment of proprietary components and potential reengineering to achieve compatibility, likely leading to purchasing additional equipment. Taking these factors into consideration, it would introduce significant schedule, cost, and performance risk which will result in system interoperability issues and decrease response times during an emergency event.
