This repair work is authorized solely for Hamilton Sunstrand Corp. The procurement is conducted under FAR 6.302 and 10 U.S.C. 2304(c)(1), allowing noncompetitive negotiation based on the absence of alternative sources, and requires all non-approved vendors to submit a Source Approval Request prior to consideration, though the timeline will not be extended for such requests. The National Industrial Security Program and Buy American provisions apply, and UID marking is mandatory for delivered items. The contract is set for a one-year duration with an anticipated award date of 8 October 2026 following a solicitation posting on NECO on 21 August 2026, with responses due by 22 September 2026. Electronic submission is required, with no hard copy or telephone inquiries accepted. Despite appearing as a Small Business Set-Aside in metadata, the procurement is explicitly non-competitive and not designated for total small business set-aside in actual execution. Interested parties may submit capability statements by email to the point of contact, Taylor Weidman, within 45 days of the notice publication for consideration, though no competitive selection is anticipated.

6515--Surgical Instrument Repair Service
Solicitation # 36C25627Q0004
The Department of Veterans Affairs, through its Network Contracting Office 16 in Ridgeland, Mississippi, is conducting market research to identify qualified contractors capable of providing on-site surgical instrument repair, refurbishment, and replacement assessment services at the Gulf Coast Veterans Healthcare System in Biloxi, Mississippi, and the Joint Ambulatory Care Center in Pensacola, Florida. This notice, identified by solicitation number 36C25627Q0004 and posted on August 7, 2026, with a response deadline of August 21, 2026, is explicitly labeled as a sources-sought notice and not a formal solicitation; no contract will be awarded based on responses. The work requires monthly on-site servicing of a wide range of surgical instruments—including orthopedic, ENT, and general tools such as forceps, clamps, retractors, and needle holders—as well as sterilization containers and case carts. Services encompass preventive maintenance, calibration, cleaning, stain removal, lubrication, part replacement, and electrical safety inspections, with emergency repairs to be conducted between scheduled visits. All work must comply with ANSI-AAMI ST-79:2010, Part 7.7, and the original equipment manufacturer's specifications. Contractors must return repaired items to the Sterile Processing Sections at each facility and provide a detailed summary for each delivery, including the date of service, instrument type, repair performed, and associated cost, while maintaining a refurbishment history by instrument set to guide future service scheduling. Respondents must be registered in SAM.gov, provide a Unique Entity ID (UEI), and declare their size status under NAICS code 811210 with a $30 million revenue threshold; those identifying as Veteran-Owned Small Businesses must also attest to compliance with VETS-4212 reporting requirements. Proposals must be submitted as capabilities statements via email to the designated Contract Specialist, Angela Kennedy, and may include any valid SBA certifications, though no formal proposal structure, page limits, or evaluation criteria have been established. No packaging, marking, invoicing, payment, or contracting officer details are specified, as this notice is solely for market research purposes to inform future procurement actions.

49--TEST PROGRAM SET, IN REPAIR/MODIFICATION OF
Solicitation # N0038326QFB16
The U.S. Navy, through NAVSUP Weapon Systems Support in Philadelphia, intends to award a sole source repair contract for two Test Program Sets with part number H641 and NSN 7R-4920-016667514-SX to Howell Instruments INC under authority of 10 U.S.C. 3204(a)(1) and FAR 6.302. The Government does not own the technical data or design rights for this item and has determined that no other supplier can satisfy the requirement due to the proprietary nature of the component. Delivery will be FOB origin and the acquisition will follow FAR Part 15 procedures, excluding the commercial items framework of FAR Part 12. All responsible sources are invited to submit capability statements or proposals within 45 days of the synopsis, but the Government anticipates only one acceptable offer and will not delay the repair to await a Source Approval Request from other firms. The solicitation will be conducted electronically through NECO with no hard copies mailed or telephone inquiries accepted. The point of contact for submissions and inquiries is Kate N. Schalck, whose email is provided for capability and qualification submissions. This effort is not set aside for small businesses and no competitive bidding is currently planned, though any received proposals will be evaluated solely to determine if competition is feasible. The repair must proceed without interruption, and firms not previously approved to perform such work must still submit a Source Approval Request, though this will not affect the timeline. The solicitation posting date is August 7, 2026, with responses due by September 21, 2026, and the contract will be managed under the assigned solicitation number N0038326QFB16.

Notice of Intent to Single Source to AB SCIEX LLC
Solicitation # FD-2026-467-RBC
The U.S. Department of Commerce, through NOAA’s National Marine Fisheries Service, intends to enter into a sole-source contract with AB SCIEX LLC for comprehensive multi-year service and support of its AB SCIEX ExionLC AE liquid chromatographer coupled with QTRAP 5500 tandem mass spectrometer systems. This requirement includes one base year and three option years to ensure continuous, uninterrupted operation of the high-precision instrument used by the Northwest Fisheries Science Center’s Environmental Chemistry Program. The decision to pursue a sole-source procurement is grounded in the exclusive nature of the proprietary technology and servicing protocols, as only AB SCIEX LLC possesses the authorized certifications, internal schematics, diagnostic software, and factory-trained personnel required to maintain the system’s ultra-sensitive performance under demanding physical conditions. No other vendor can provide services that meet the technical standards necessary for the research environment, and alternative service providers risk causing irreversible damage to the high-value equipment through improper repairs. The contract falls under NAICS Code 811210 with a $34 million small business size standard, and no set-aside is planned. The government has determined that AB SCIEX LLC is the only viable source capable of delivering the required service quality, citing exclusive licensing rights, proprietary data, OEM-specific training, and unauthorized access restrictions as barriers to competition. This notice is not a solicitation and does not invite competitive bids, but firms may submit written documentation within 15 days of publication to challenge the sole-source determination. Responses must be in writing and submitted to Raynier Camerino at raynier.camerino@noaa.gov by August 22, 2026. The government retains full discretion over whether to proceed with a competitive acquisition based on any submissions received. The contract will be performed in Seattle, Washington, with the office of primary contact located in Kansas City, Missouri.

Maintenance Agreement for the Leica Mica Core microscopy imaging system
Solicitation # 75N98026Q00978
The National Institutes of Health plans to award a sole-source, firm-fixed-price purchase order to Leica Microsystems Inc. for a one-year OEM service agreement covering the Leica Mica Core microscopy imaging system, a critical instrument for NIH-funded research into genomic regulation and spatial organization of immune cells in Alzheimer’s disease. The required Leica Premium Care service ensures comprehensive maintenance, including preventive care, priority technical support, factory-certified repairs, software and firmware updates, calibration, and genuine OEM replacement parts, all essential to preserving the instrument’s performance, data integrity, and experimental reproducibility. Due to proprietary hardware, software, and calibration protocols unique to the system, only the original equipment manufacturer or its authorized provider can perform these services without compromising warranty or operational specifications. This notice serves as a pre-solicitation for capability statements from any responsible source, including small businesses and specialized vendors, to assess whether competition is feasible; however, the government anticipates a sole-source award within five days after the response deadline unless a capable alternative is identified. All submissions must be emailed to vensonm@mail.nih.gov no later than 9:00 a.m. EDT on August 12, 2026. The contract is not open for competitive bidding at this stage, and the government retains full discretion to proceed without competition based on received responses. The instrument will be maintained at the NIH facility in Bethesda, Maryland, under NAICS code 811210 for scientific and medical equipment repair and maintenance.
