The Housing Authority of the Cherokee Nation is soliciting bids for the demolition and turnkey construction of a single 2-bedroom, 2-bathroom replacement home in Washington County, Oklahoma, with the project requiring full completion within 120 work days of notice to proceed. The existing structure, approximately 1,090–1,200 square feet with a pier and beam foundation, must be fully demolished and removed to an approved disposal site, including utility disconnections and grinding of two tree stumps. The new residence will be a 1,091 square foot ADA-compliant home built to meet the Cherokee Nation Housing Authority’s General Specifications for New Construction, featuring 12 MIL glue-down LVP flooring throughout, cedar or Smart Board trim on windows, 3/4” x 6” primed textured Smart Board fascia, ADA-compliant roll-in showers with fold-down seats, two handrails at both the toilet and shower areas, and strobe fire alarms for hearing-impaired occupants. All work must be performed with quality workmanship adhering to manufacturer specifications, and the property tested positive for asbestos-containing materials (ACM), requiring strict compliance with the attached ACM Report and applicable OSHA and EPA regulations including NESHAP. The contractor is responsible for furnishing all labor, materials, equipment, tools, permits, insurance, supervision, and quality control, with no exceptions. Performance and payment bonds may be required at 100 percent of contract value, and the contractor must submit certified weekly payrolls under the Davis-Bacon Act and final Davis-Bacon documentation to receive payment. The successful bidder must also provide a Certificate of Insurance naming the Housing Authority as certificate holder covering general liability, auto, workers compensation, and builders risk, with specified liability limits and a ten-day cancellation clause. All bids must be submitted using the official HUD and Cherokee Nation forms, including the Preparation Outline, Mandatory Bid Response Form, Scope of Work Acknowledgement, Non-Collusive Affidavit, Previous Work History Form, and mandatory statements affirming Cherokee and Indian preference in hiring and subcontracting. TERO Certification is required if applicable. Bidders must certify eligibility under HUD and Davis-Bacon Act standards, provide proof of no organizational conflicts of interest, disclose any contingent fees, and confirm they are not suspended or debarred under Executive Order 12549. Subcontractors require prior approval from the Housing Authority, and all payments to subcontractors must be accompanied by lien waivers before any draw is released
