SOLICITATION NOTICE FOR OVERHAUL B-1 ELECTRO-MECHANICAL ACTUATORS

The United States Air Force, through the Air Force Sustainment Center at Tinker AFB, is soliciting a five-year Indefinite Delivery Indefinite Quantity (IDIQ) firm-fixed-price contract for the overhaul of B-1B Electro-Mechanical Actuators (NSN 1680-01-148-4142RK). The scope of work requires the contractor to provide all labor, facilities, equipment, and materials to perform the disassembly, cleaning, inspection, maintenance, reassembly, and functional testing of government-furnished reparables to restore them to a like-new condition. The total contract value is not expected to exceed 3 million dollars, with a period of performance running from February 22, 2027, to February 21, 2032. Deliveries are scheduled at a rate of five units every 60 days, with a 60-calendar day lead time from the event date to delivery. Award will be based on the lowest total evaluated price, provided the offeror is an approved source and conforms to all solicitation requirements. The contractor must adhere to high-level quality standards, specifically AS 9100 or ISO 9001:2015, and comply with strict military packaging and marking standards including MIL-STD-129 and MIL-STD-2073-1. Key deliverables include the returned serviceable actuators and specific data reports, such as the Contract Depot Maintenance Monthly Production Report and Commercial Asset Visibility reporting.
