The U.S. Fish and Wildlife Service, under the Department of the Interior, is seeking a small business to develop and operate a secure, FedRAMP Moderate authorized Software-as-a-Service (SaaS) digital platform for managing recreation permitting and transactions, specifically for limited-use hunting opportunities on national wildlife refuges. The platform must support critical functionalities including lotteries, first-come-first-served reservations, check-in/check-out systems, configurable site rules, and high-volume transaction processing, while being fully mobile-responsive and user-friendly. The contract is a firm-fixed-price, no-cost arrangement structured as a total small business set-aside under NAICS code 541511, and all offerors must be certified small businesses in compliance with FAR 19.5. The base performance period runs from September 20, 2026, through September 19, 2027, with four optional one-year extension periods through September 19, 2031, and a possible six-month extension under FAR 52.217-8, for a maximum total duration of five years and six months. Compliance with FedRAMP Moderate Authorization is a mandatory pass/fail gate; failure to provide verifiable evidence of an active ATO or FedRAMP Marketplace listing results in disqualification. The contractor must deliver a comprehensive Quality Control Program within 15 days of award and ensure ongoing system performance aligned with the Performance Work Statement, including annual data backups, usage reports, and customer feedback collection.
