Solid Waste Management Collection Services

The City of San Fernando is seeking an exclusive agreement for comprehensive solid waste, recyclable materials, and organic waste collection services for all single-family, multi-family, commercial, and municipal service units. The selected contractor will provide weekly automated collection using contractor-supplied carts and bins, as well as on-call services for bulky waste, universal waste, used motor oil, and sharps. Key responsibilities include managing customer service, billing, and public outreach, while achieving a minimum diversion rate of 50 percent for the overall waste stream and 85 percent for construction and demolition debris. The contractor must utilize CNG-powered vehicles and ensure all equipment meets specific safety and labeling standards, including SB 1383 compliance for containers purchased after January 1, 2022. The agreement is structured for a ten-year term beginning February 15, 2014, with the city maintaining the option to extend for up to three additional one-year periods. Proposals are evaluated on a 100-point scale focusing on service rates and value, quality and reliability, customer service and outreach, and sustainability. Financial terms include specific rate ceilings for disposal and emergency labor, as well as one-time payments for procurement and transition assistance. The contractor is required to provide a performance bond from an A.M. Best rated surety and adhere to strict operational standards, including weekly vehicle washing and compliance with EPA noise emission regulations. Failure to respond to customer complaints by the next working day may result in a 100 dollar penalty per incident.
