All services must comply with federal, Massachusetts, tribal, OSHA, HIPAA, and DOT regulations, with no hazardous or medical waste included. The contract is a firm fixed-price, small business set-aside under NAICS code 562111, with a base period from October 1, 2026, through September 30, 2027, and four one-year option periods extending through September 30, 2031. Evaluation will follow the Lowest Price Technically Acceptable methodology, where technical proposals must meet minimum acceptability standards before price determines award. Invoicing is mandated via the U.S. Treasury’s Invoice Processing Platform, and the contractor must provide a 24/7 emergency contact, designate a contract manager, and maintain service logs and compliance records. Proposals must be submitted electronically through SAM.gov by August 3, 2026, and must include a wage determination for the place of performance. Acceptance of services occurs at the facility, with final approval reserved by the government, and the Contracting Officer’s Representative is the point of coordination, though no specific contact is provided.
