Solomon Canyon Rumble Strip/Shoulder Widening Project

The California Department of Transportation, District 5, is undertaking improvements along 12.9 miles of State Route 1, focusing on safety and infrastructure upgrades that include widening shoulders, replacing guardrails, elevating the road profile, installing rumble strips, replacing utility poles, and modifying roadside drainage features. A key element of the project is the replacement of a paved swale at post mile 41.73 with a vegetated swale and the construction of a California tiger salamander exclusionary berm between postmiles 41.1 and 41.2 to mitigate impacts on protected wildlife. The work involves permanent alterations to 14 unnamed streams through culvert extensions required to accommodate the widened roadway, with activities extending into the beds, banks, and channels of these waterways. The Lake and Streambed Alteration Agreement, originally issued under Fish and Game Code section 1602 and now amended, authorizes these activities, specifically permitting diversion and dewatering operations necessary to complete the project within sensitive aquatic habitats. The project is located in Santa Barbara County and is being managed to comply with environmental regulations while advancing transportation safety goals.
