The Department of Financial Services, Division of Administration, intends to award a sole-source contract to Sonitrol of Tallahassee Inc. for continuous security monitoring and maintenance services for proprietary surveillance and access control systems installed across seven state-owned buildings in Tallahassee, Florida. The services encompass 24/7/365 alarm verification, technical support, system repairs, and replacement of components under a lifetime warranty that is contingent upon exclusive use of Sonitrol-authorized personnel. The contract value is fixed at $135,000, with no line-item breakdowns, option periods, or escalation clauses specified. The procurement follows a sole-source justification under Florida Statutes Chapter 287.057(3) and Chapter 120.57(3), citing technological exclusivity as the sole reason for non-competitive award, since only Sonitrol technicians can service the integrated systems without voiding warranties or disrupting operations. The place of performance is limited to designated DFS facilities including the J. Edwin Larson Building, Fletcher Building, The Atrium, Hermitage Center, Edgewater Building, the Division of Investigative and Forensic Services Warehouse, and the Claude Pepper Building. The solicitation, identified as 2526-07 SS AD A.D., was posted on June 12, 2026, and a 72-hour protest period runs through June 17, 2026, at 4:00 p.m. ET, during which any interested parties may challenge the award under state procurement law. Protests must be submitted via mail, email, or fax to the Agency Clerk and must be accompanied by any required bond or security to preserve legal recourse. No formal evaluation factors, contract clauses, inspection criteria, or detailed delivery schedules are provided, as the process is not subject to competitive bidding. Payment, contract administration, and invoice processing details are not fully defined, but inquiries should be directed to Becky Hale of the Office of Purchasing and Contractual Services. The NAICS code 46151600 applies, and while no certifications, representations, or socioeconomic status disclosures are included, the agency confirms that no other vendor is capable of fulfilling the operational requirements due to proprietary system constraints.

Solicitation # 2627-01 RFI CS
The Florida Department of Financial Services, Division of Consumer Services, has issued Request for Information 2627-01 RFI CS to explore the feasibility of engaging a vendor to maintain a pool of qualified professional mediators. This initiative aims to augment the capacity of the non-adversarial mediation program to ensure the fair and timely handling of insurance claims disputes arising from hurricanes, natural disasters, or other significant workload increases. The program covers residential, commercial residential, auto, and continuing care retirement community disputes in accordance with specific Florida Statutes and Administrative Codes. Notably, no state funds will be used for this augmented capacity, as all costs are intended to be paid on a per-case basis by the insurance companies. This process is strictly for market research and fact-finding purposes; it is not a competitive bid or request for proposal, and no contract will be awarded based on the submissions. The Department is seeking information regarding proposed service delivery methods, the capacity of vendor mediator pools, and estimated costs for budgetary purposes. Interested vendors must submit their responses electronically to the Procurement Officer by November 12, 2026, following an extension provided in Addendum No. 1.
