Smart IT Tools Holder Pro Software
Solicitation # 2627-03 SS OIT
The Florida Department of Financial Services, Office of Information Technology, intends to enter into a single source agreement with Smart IT Tools, LLC for the acquisition of the Holder Pro Software source code and a one-year subscription to the AI-powered National Association of Unclaimed Property Administrators (NAUPA) Eyeball Report Generator. This procurement, identified by solicitation number 2627-03 SS OIT, is valued at an estimated 239,996 dollars. The acquisition is justified as a single source purchase because the software is proprietary intellectual property of Smart IT Tools, LLC, and it is the only proven solution capable of seamless integration with the existing Unclaimed Property Management Information System (UPMIS). The scope of work includes a one-time purchase of the software source code, which grants the Department joint ownership of the configured codebase. Technical specifications for the software include a React 18 and TypeScript frontend and a .NET 10 REST API backend, with the AI tool requiring model retraining as NAUPA standards evolve. While the initial subscription is for one year, the contract includes an option to renew the annual subscription for up to three additional years. Prospective vendors were invited to provide relevant information by September 22, 2026, to challenge the single source determination.
