The School Board of Brevard County, Florida, is conducting a sole-source procurement under solicitation 27-0198-SS-HD for SOPREMA roofing repair materials. This acquisition is necessitated by the requirement to maintain active manufacturer warranties on various buildings, as the use of non-SOPREMA materials would void these warranties. SOPREMA operates a direct-sales model in Florida, selling exclusively to end users and certified installers without the use of third-party resellers. The scope of work covers a two-year period and includes both emergency and permanent roof repairs, with the mandate that all permanent repairs be performed by SOPREMA-certified installers. All proposals must be submitted electronically via the OpenGov e-Procurement Portal by August 22, 2026, at 2:00 PM EST. The procurement process strictly prohibits submissions via email, mail, or hand-delivery and forbids the upload of zip files. While structured as a sole-source award based on product uniqueness and warranty compliance, the solicitation allows vendors to propose a like product if they can provide supporting documentation. Heidi Dotson serves as the primary point of contact for this procurement, which is managed by the FAC-Plant Operations and Maintenance department.

Full Description

Currently, in most of the state of Florida, including Brevard County, SOPREMA sells its roofing materials directly to end user customers. SOPREMA sells directly to Certified SOPREMA Installers and does not utilize resellers or 3rd party suppliers. SOPREMA regularly sells emergency repair materials directly to end users, in addition to SOPREMA certified installer contractors. Additionally, for buildings with active SOPREMA warranties, only SOPREMA materials can be used for making repairs. Using non-SOPREMA materials for these repairs can void the warranty for those areas. Emergency/temporary repairs may be made by the owners' representatives; permanent repairs should be made by a certified SOPREMA installer.
