Sources Sought Announcement for Husky Mounted Detection System (HMDS) 6B AN/VSS-6B sustainment Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

The HMDS 6B AN/VSS-6B sustainment program is being acquired through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle with an anticipated five-year base period, replacing a prior Firm Fixed Price contract with Chemring, Sensors and Electronic Systems. The system provides critical standoff detection and marking of metallic and low-metallic surface-laid and shallow-buried anti-tank landmines, trigger mechanisms, and deep-buried Improvised Explosive Devices using Ground Penetrating Radar technology to enable safe area access route clearance operations. The scope of work includes comprehensive sustainment services such as depot-level maintenance, technical support, logistics, repair services, management data, and supply of repair parts necessary for the life-cycle management of the HMDS fleet. Crucially, the Government does not possess the Technical Data Package for any of the system’s parts, placing full responsibility on the contractor to obtain or develop necessary technical documentation, secure data rights, and manage the production and support of components without direct government-owned design or manufacturing records. The place of performance is Aberdeen Proving Ground, Maryland, with contracting oversight from the Army Contracting Command based in Alexandria, Virginia. Contractors must demonstrate proven experience with military-level sustainment, robust obsolescence management including five-year forecasting and alternative component qualification, and the ability to provide firm fixed-price structures for parts and services. Submission requirements include detailed technical data, past performance records, FRACAS data, and supply chain risk assessments, with responses submitted electronically via email to specified points of contact by July 4, 2026. No set-aside provisions are being used, and the Government is seeking industry input to inform the eventual RFP, with evaluation factors and award methodology not yet established. The contract will be structured to ensure continuity of support for a critical battlefield systems fleet, with a heavy emphasis on supply chain resilience, technical data acquisition, and long-term affordability within a firm fixed-price framework.
