AI Contract Overview
The Defense Logistics Agency-Aberdeen, acting on behalf of the Army Integrated Logistics Supply Center’s Supply Chain Management Directorate, is conducting market research to identify qualified sources capable of manufacturing the MK-3035/VRC Installation Kit for the Standardized Integrated Command Post System. This kit enables the integration of the Near Term Digital Radio into multiple Army command post platforms, including the Rigid Wall System and AN/TSQ-232, mounted on High Mobility Multipurpose Wheeled Vehicles. The kit consists of both manufactured and commercial off-the-shelf components, with technical data package (TDP) at Level 3 production detail available under conditional release for qualified respondents. The Government has previously procured this item and maintains ownership of the TDP, which includes drawings, specifications, and test documentation governed by DFARS 227.7103-7. New suppliers who have not provided the exact kit or a similar form, fit, and function version within the last five years will be required to undergo a Government Acceptance of Delivery process before contract award, while existing suppliers may receive a waiver at the Government’s discretion. Access to the TDP requires a signed Non-Disclosure Agreement, active Joint Certification Program status, and a verified CAGE code in SAM. The solicitation is a Sources Sought Announcement, not a Request for Proposal or Quote, meaning no contract will be awarded based on responses, nor will costs for response preparation be reimbursed. Responses must be submitted via email by May 22, 2026, and must include company name, CAGE code, technical point of contact information, and data on past performance and data rights. The Government is evaluating market capability to determine if the acquisition can be competed and whether a small business set-aside is feasible. The place of performance is Aberdeen Proving Ground, Maryland, and delivery will be made to this location. No contract value, pricing data, or delivery schedule is specified at this stage, and no formal evaluation factors, packaging standards, or invoicing methods have been defined. Submission of the completed Contractor Questionnaire is mandatory, and requests for the TDP must be submitted separately to the designated email, with approved requests delivered through the DoD SAFE portal under strict data protection and disclosure controls.
