Sources Sought - Catholic Priest Services

The 18th Contracting Squadron is conducting market research to identify qualified providers of Catholic priest services to support the Religious Support Program at Kadena Air Base in Okinawa, Japan, through a Sources Sought notice issued under solicitation number 18CONS-26-PRIESTSERVICE. This action is strictly for informational and planning purposes and does not constitute a solicitation, offer, or commitment to award a contract. Respondents are invited to submit business information including legal name, DUNS/UEI, CAGE code, small business status, and certifications, along with contact details and evidence of relevant experience, qualifications, availability, and geographic reach. The Government will not reimburse any costs incurred in responding to this notice, and the solicitation number referenced here may differ from that in any future formal solicitation. The primary objective is to assess the availability of capable sources to inform potential set-aside decisions and procurement feasibility. The Performance Work Statement outlines the required services to be performed at Kadena Chapel for the Holy Family Catholic Community, including conducting up to 8 weekend Masses monthly, 5 confession sessions per month, 1 to 2 special Masses on holy days, 2 funeral or memorial services annually, and up to 5 additional sacraments such as baptisms, weddings, and anointing of the sick. The contractor must be an ordained Roman Catholic priest in good standing with the Archdiocese for the Military Services, the Diocese of Naha, and any affiliated religious order, and must be proficient in English. The contractor is also responsible for providing replacement services during absences, with a two-week notice required for non-emergency coverage and approval from the deputy wing chaplain. Services must be delivered on demand, and the contractor must safeguard all government property, including facilities, religious supplies, and equipment, while adhering to OSHA and Japanese environmental standards. Security requirements include maintaining control of government-issued keys, participating in OPSEC if applicable, and undergoing mandatory background checks per DODI 1402.5, including an Installation Records Check and CNACI. Performance will be measured against strict thresholds: 100% delivery of scheduled services, 100% response to emergencies within allotted time, and no more than two contract deficiencies per month.
