AI Contract Overview
The United States Army Contracting Command – Detroit Arsenal intends to award a five-year, firm-fixed-price requirements contract for the procurement of the Elevating Mechanism Assembly, identified by NSN 1010-01-151-6227 and Part Number 5830128. This procurement is strictly set aside for small businesses under the SBA Total Small Business Set-Aside authority, and all offerors must be certified under the U.S.-Canada Joint Certification Program to gain access to the exported-controlled Technical Data Package (TDP) distributed via SAM.gov. The contract requires full compliance with military standards for manufacturing, inspection, and delivery, including adherence to MIL-STD-2073-1 and SPI AM5830128 for preservation and packing, MIL-STD-129 and MIL-STD-130 for marking and Unique Item Identifier (UII) application, and ISPM-15 and DOD 4140.65-M for heat-treated wood packaging. All items must be traceable with machine-readable UIIs, and hazardous materials must comply with CFR Title 49 and include MSDS documentation in every unit and intermediate container. The contract includes a First Article Testing requirement, with three successful samples to be submitted and approved prior to full-rate production, and the contractor is responsible for all FAT costs unless initiated by the government. Delivery is FOB destination to Anniston, AL, with acceptance occurring at the designated government facility, and the contractor must provide inspection and test data via CDRLs including drawings, material certifications, quality records, test reports, and as-built documentation. Evaluation of proposals prioritizes delivery schedule over price, with the government conducting a best value trade-off rather than selecting the lowest-priced technically acceptable offer. Proposals must demonstrate the ability to commence deliveries within a specified timeframe after contract award, with ratings ranging from outstanding to acceptable based on how early delivery begins relative to the solicited schedule. Pricing will be evaluated as a secondary factor, but contract value remains undetermined, as unit prices for all CLINs are marked as “Not Specified” and will be established upon order placement. The contract mandates compliance with stringent security and information handling protocols, including Controlled Unclassified Information (CUI) safeguards, mandatory Level I OPSEC and Counterintelligence Awareness Training for all personnel, with annual refresher training and the designation of a certified OPSEC Coordinator. Invoicing must be conducted exclusively through Wide Area WorkFlow
